Picture a freight forwarder in Colombo 15, forty staff, losing the same three hours every morning to rate requests, status chasing and customs paperwork. The board approved a budget and the managing director hired a consultancy. Ten weeks later he had a good report, a workshop deck and a recommendation to build four things, none of which existed. He had not been overcharged or misled. He had bought advice when he needed somebody to own an inbox on Monday morning.

What is an AI agency, and what is an AI consultancy?
Both words are borrowed from older industries, and the borrowed meaning still holds.
Consultancy comes from management consulting. The US Bureau of Labor Statistics defines management analysts, “often called management consultants”, as people who “recommend ways to improve an organization’s efficiency”. The verb is recommend. The classification covering the same firms, NAICS 541611, describes “providing operating advice and assistance to businesses and other organizations on administrative management issues”. Neither definition says the adviser builds the thing.
Agency comes from advertising, and behind that from agency in the plain legal sense: someone who acts on your behalf. An advertising agency does not hand you a recommended campaign and leave, it runs the campaign and is judged on what came out. Applied to AI, an agency designs, builds and runs systems for you, and stays while they run.
A freelancer is neither. The closest formal description is NAICS 541511, custom computer programming services, “writing, modifying, testing, and supporting software to meet the needs of a particular customer”. That describes work, not ownership. When the work finishes the relationship finishes.
So a consultancy sells judgement, an agency sells operations, and a freelancer sells a deliverable. Pricing, risk and what you keep all follow from that one distinction.
Two labels cause most of the wrong purchases here. Many firms trading as an AI automation agency in Sri Lanka are development shops that changed a noun and still behave like project builders with a handover date, and “AI consultant” locally often means a capable solo implementer, which is a freelancer with a better title.

Two range cells say not published, and that is the finding rather than a gap in the research: agencies and consultancies here mostly quote after a call, once the seller knows what you can bear. Read the fourth column before the sixth. The cheapest quote above is a freelancer, and so is the most expensive outcome, because a script nobody can maintain gets bought twice.
Three Colombo firms, and the shape each one needs
A private clinic in Colombo 7 with eleven staff. Reminders go out by hand, insurance pre-authorisation is chased on paper, and the WhatsApp number stops being answered at six. There is no strategy question here: the workflow is obvious, the volume is countable, and what is missing is somebody to do it every day. Buy agency, not consulting. One agent at US$1,225 a month plus the one-off US$9,500, with a named receptionist as the approver, and check any handling of patient records against the Personal Data Protection Act first.
A 30-engineer software firm in Colombo 3. The chief executive wants AI in the product by the next release. Buying an agency here would be close to insulting, because thirty people who can build already sit in the building. What they cannot do is decide, since every engineer has an opinion and nobody has written the specification. Buy consulting, then a builder: an embedded engineer at US$15,000 for three months (LKR 4.93m) who spends the first fortnight mapping, which is what it costs to hire a builder.
A six-partner accounting practice in Colombo 5. Bank statement coding, document chasing, the year-end filing crush. This one needs both, in order. Buy the mapping first, because the partners disagree about which workflow is the expensive one and an hour count settles it in a fortnight, then buy an agent for whichever won. Avoid the freelancer here: the one who leaves in March takes the only understanding of the coding rules, and April is not the month to find that out.
Where specshop.dev sits, and the naming problem with “hire an agent”

That is not a flourish, it is the pricing shape, and it commits us to something a project fee does not. The probation is measured on approval rate, the share of drafts a named reviewer at your firm approves untouched, produced by your own people, which is why we cannot polish it. If that rate has not improved on its day-one baseline by day 30, you do not confirm the hire and the balance is never invoiced.
The consulting half is priced separately at US$2,300 for two video sessions, your three busiest workflows, staff hours against each and a written report inside 48 hours, credited in full against the recruitment fee if you hire within 30 days. We are the wrong shape for plenty of buyers. If you need a hundred developers, a 24-hour desk or a procurement panel agreement, buy a larger firm. The first thirty-minute call is free, and the honest answer to it is sometimes that you should not buy anything yet.
Six questions that expose which type a vendor really is
Ask these on the first call, and listen for the shape of the answer rather than the confidence of it.
- What is the deliverable, in one noun? A report means consultancy, a running system means agency, a file means freelancer. If the answer is a phase, ask again.
- Who reads the output every day once this is live, and is that person on my payroll or yours? An agency has an answer. A consultancy will say it is outside scope, which is fair and tells you what you are buying.
- What do I own on the last day, and where does it live? If it sits inside the vendor’s platform login, you were quoted a build and sold a rental.
- What is the stopping condition? A pilot with no failure test is a subscription with a friendly name.

- What would you refuse to sell me? The best answer names a category the vendor does not offer.

What to do this week
Write one sentence describing what should be different in ninety days, then check whether it contains a decision or a task. A decision means consulting. A task that repeats daily means an agency. A task that happens once means a freelancer, so stop reading and go and book one.
Then put a rupee figure on the work as it runs today: hours a week times the loaded cost of the person doing it. Compare that against the twelve-month total of each shape in one currency, and ask every vendor the six questions above. The vendor who tells you which shape you belong in, including the one they do not sell, is the one worth calling back.

How do I know if I need an AI consultant or an AI developer?
Ask whether your problem is a decision or a task.
