WhatsApp automation in Sri Lanka: what works, what annoys customers, and what it costs

WhatsApp automation in Sri Lanka: the three flows customers accept, the two that get you blocked, and the cost against an agent at LKR 402,700 a month.

WhatsApp automation in Sri Lanka works on three flows and fails on two: customers accept order confirmations, appointment reminders and order status updates, and they block or report cold broadcasts and bots that will not let them reach a person. The cost has two halves: Meta’s fee, charged per message since 1 July 2025 and free for replies inside the 24-hour customer service window, and whoever writes the replies, which as an AI agent is US$1,225 a month, LKR 402,700.

A broadcast to 400 customers, and what it cost

Picture a housewares retailer in Colombo 6, twelve years old, two branches, one WhatsApp number printed on every receipt. It is a hypothetical business, not a client. New stock lands on a Thursday, the owner exports 400 customer numbers from the till, splits them into batches on the free WhatsApp Business app, and sends a photograph of a dinner set with a discount code.

By Friday roughly half have not been delivered, because a broadcast only reaches people who have saved the shop’s number in their own phone. Forty reply asking who this is. Eleven block the number. Enough of the rest tap report that the line starts behaving strangely, and that line is not a marketing channel, it is the order book. On Saturday the messages not getting through are from customers who want to buy something.

The mistake was not a technical limit. Meta’s WhatsApp Business Messaging Policy says you may contact people on WhatsApp only if “they have given you their mobile phone number” and “you have received opt-in permission from the recipient confirming that they wish to receive subsequent messages or calls from you”. A number on a till receipt is not opt-in. Nor is there a credible published count of WhatsApp use here: DataReportal’s Digital 2026: Sri Lanka report counts 13.9 million internet users, 59.7% of the population, but breaks out no WhatsApp figure, so use your own.

Business app or WhatsApp API: Sri Lanka rates and which one you need

Meta sells two things and the names are confusingly similar.

The free WhatsApp Business app is a phone app you tap. Meta describes it as “built with the small business owner in mind”, and it gives you a business profile, a catalogue, greeting and away messages, quick replies and labels. If one or two people answer, volume is under a few dozen conversations a day, and nothing needs to reach your stock file or diary, this is the right answer and it costs nothing. Most Sri Lankan businesses asking about WhatsApp business automation should stop here, write one page of saved replies, and spend the money elsewhere.

The WhatsApp Business Platform, which everyone calls the API, has no interface of its own and “enables businesses to communicate with customers at scale” in Meta’s words. You need it when three or more people answer the same number, when messages fire out of your booking or order system, when you need an audit trail, or when a message must reach somebody outside a live conversation, which is the real dividing line: outside an open conversation you may only send a pre-approved template.

You reach it through a partner. Meta’s Solution Partner documentation describes Solution Partners, who provide “messaging services, billing, integration support, and customer support” and invoice you for all of it, and Tech Providers, whose clients pay Meta directly for API usage. Ask which one your provider is before you discuss price.

Three flows customers accept

Order and booking confirmations go first. Somebody has just bought or booked something, they are expecting a message, and the content never varies. Approve the template once and it runs itself.

Reminders go second: the appointment tomorrow, the payment due Friday, the service overdue. Customers accept these when the timing is sane and the message is short, and stop when the same reminder arrives three times.

Order status goes third, and in retail it is the one people ask for most. Where is it, has it left Colombo, will it be here before Poya. Automated, it removes the commonest incoming question. Answered by a person at nine at night, it is why the owner never gets an evening, the pattern we set out in AI for small business in Sri Lanka.

First-line replies on stock, price and hours sit apart: free inside an open conversation, but expensive in judgement, because the questions are unpredictable.

Two flows that lose customers

Cold broadcasts are the first. Not because Meta forbids them, marketing templates are a real product charged on every delivery, but because a discount sent to somebody who never asked for one converts at close to nothing and costs you the block. If you must run marketing, collect opt-in explicitly at the till or on the website, and say what you will send and how often.

Bot loops are the second, and they are worse, because they feel like progress. A customer asks something slightly unusual, the bot offers four menu options, none of them fit, and there is no way through to a person. That customer does not complain, they go elsewhere and you never learn why, the failure we wrote about in Gelukkig. Every automated conversation needs a visible exit to a named human within two messages.

Where the human sits

The rule we write into every WhatsApp specification is one line: nothing generated reaches a customer until a named person has approved either that exact message or the template it came from.

Templates are approved once, in writing. Everything off-template is drafted and held: price changes, discounts, delivery promises, refunds, complaints and anything about a person’s health. Until the reviewer taps approve, nothing is sent, while the stock question at eleven at night goes out on its own. The approval rate, the share of drafts that reviewer sends untouched, is the number we measure, and your people produce it rather than ours, which is why we cannot polish it.

A retailer and a clinic, side by side

The retailer should automate order status first. It is the highest-volume incoming question, the answer already sits in the till system, and nobody was ever annoyed at being told where their parcel is. Confirmations come second. The broadcast comes back only when there is a real opt-in list, which might start at eighty people and be worth more than the four hundred.

A five-doctor practice in Colombo 5 has a harder job, because Meta’s Messaging Policy lists medical and healthcare products among restricted categories and tells businesses not to send health-related information where regulations require heightened safeguards. What it costs, in rupees

specshop.dev is an AI consultancy and AI agency in Colombo, Sri Lanka, led by Janaka Ediriweera, Principal AI and Product Management Consultant. There are two bills and people worry about the wrong one.

The first is Meta’s. On the WhatsApp Business Platform, pricing has been per message since 1 July 2025, a customer service window lasts 24 hours from the customer’s message, non-template messages and utility templates inside it are free, and marketing templates are always charged. Sri Lanka moves off the Rest of Asia Pacific grouping to its own rate card, with lower utility and authentication rates, from 1 October 2026. Meta publishes the actual rates only in a downloadable rate card, so we will not print a figure we cannot verify on a public page. Get the Sri Lanka rate from your provider in writing, with their margin in the same email.

The second bill decides the case. A support and sales agent is US$1,225 a month, LKR 402,700, with a one-off recruitment fee of US$9,500, LKR 3,123,125, covering deployment, connection to your WhatsApp number and tools, a 30-day probation with weekly scorecards and the first month’s salary. If the approval rate has not improved on its day-one baseline by day 30, you do not confirm the hire and the balance is never invoiced. The terms sit on the page where you hire an AI agent.

Now the sum. According to the Department of Census and Statistics’ Labour Force Survey Annual Report 2024, the mean monthly gross salary in services was LKR 62,176. Loaded with EPF at 12% and ETF at 3% that is LKR 71,502 a month, about LKR 409 an hour over a 175-hour month. LKR 402,700 divided by LKR 409 is roughly 985 staff hours, which no Colombo shop contains, so this never pays as wage arbitrage. It pays on the order taken at half past ten at night.

What to do this week

Do not shop yet. For five working days count every message into that number: the hour, what it asked for, who answered and how long they took. If order status is the biggest pile, you have found your first flow.

Then write one page of rules for that flow alone, with three worked examples and the line where a human must approve, and take it to a provider before you take a demo from one. Can AI answer customer questions on WhatsApp?

Yes, and it works well on the closed questions that repeat: stock, price, opening hours, delivery charge, order status and directions. It should not answer anything involving a discount, a delivery promise, a refund, a complaint or a person’s health without a named human approving that exact message first, and every conversation needs a visible route to a person within two messages.

Is WhatsApp automation legal in Sri Lanka?

The binding rule most businesses trip over is Meta’s own, not the government’s: you may contact someone on WhatsApp only if they gave you their mobile number and gave opt-in permission to receive further messages, and a number collected at the till does not count. Sri Lanka also has the Personal Data Protection Act No. 9 of 2022 with the Data Protection Authority as its regulator, so ask any provider where your customer data sits and what is deleted when, and take the legal question to your lawyer rather than to us.

Do I need a developer to automate WhatsApp?

Not for the free app, which is configuration you can do in an afternoon, and not for the first Platform flow either, because a provider handles the connection and the template approvals. You need engineering when WhatsApp has to read live stock, write into your booking system or reconcile with your accounts, and even then the hard part is the written rule for the flow rather than the code.
